# The cost of renting near UT without a US guarantor

## *Research checked November 1–2 2026 with older observations dated separately*

A student can have enough money for a UT apartment and still fail its qualification process. The missing item might be an accepted guarantor, a US credit record, or an identifier that the screening system can process. Those are different problems, and a building’s answer to one does not establish its answer to the others.

The published alternatives have very different financial consequences. Lark, Ion and Noble 2500 disclose an annual administrative charge that is $550 higher without an approved guaranty. Rambler offers a route involving the final two rent installments paid early and, as a separate option, an $80 monthly Homebody charge. The Nine describes a refundable two-installment deposit for an international applicant using its I-20 route. An administrative charge, a deposit and prepaid rent should never appear in one undifferentiated “extra cost” column. [1](https://larkaustin.com/sample_agreement.pdf) [2](https://ion-austin.com/sample_agreement.pdf) [3](https://noble2500.com/sample_agreement.pdf) [4](https://www.rambleratx.com/faq/) [5](https://theninewestcampus.com/international-transfer-students/)

The most revealing evidence comes from the suppliers behind these routes. Leap’s operator instructions explicitly allow a property to set its student waiver charge above the premium it owes Leap, earning additional revenue. This does not establish a markup at any named Austin building. It establishes that the resident’s price need not be a pure insurance-risk price. [6](https://leappartners.zendesk.com/hc/en-us/articles/41163093067287-Leap-Guarantor-Waiver-SOP)

This study builds on the existing 161-record UT-area directory. Its the accompanying research tables preserves every canonical entry and its unknowns. The denominator includes portfolios, networks, individual cooperative houses and university halls; it is not 161 independent buildings, landlords or policies. The table describes published routes and evidence gaps, not approval probabilities or current vacancies. [7](https://sulayman-bowles.tech/housing/student-facts)

# What to look for first

If the problem is no US guarantor or no US credit history, Rambler has one of the clearest priced public alternatives: prepay the final two installments. Its general application instructions separately ask for an SSN, so a student without one still needs the manual screening procedure confirmed. Homebody enrollment is unavailable within 60 days of move-in; arrange it before that window. [4](https://www.rambleratx.com/faq/)

If the problem is no SSN, The Nine’s application includes an international no-SSN applicant type, and College Houses’ sample contract explicitly permits a passport identification number. The first is evidence of an intake route; the second is documentary acceptance in a template. Neither removes every other qualification. At College Houses, under-21 guarantor requirements remain, and the no-guarantor exception is unpriced. [5](https://theninewestcampus.com/international-transfer-students/) [8](https://collegehouses.org/docs/college-houses-semester-lease.pdf)

For a student minimizing known nonrefundable qualification costs, Lark, Ion and Noble are worth requesting a full quote from because their disclosed fee difference is lower than several published recurring waiver charges. The $750 administrative payment is due within seven days of signing, so it may require more initial cash than a monthly waiver. Their sample agreements still refer to applicable guaranty or prepayment conditions. A $550 differential is therefore a useful comparison, not a promise of approval for $550. [1](https://larkaustin.com/sample_agreement.pdf) [2](https://ion-austin.com/sample_agreement.pdf) [3](https://noble2500.com/sample_agreement.pdf)

University housing deserves a separate check. The published residence-hall and 2400 Nueces rules require an adult guarantor for applicants under 18; they do not publish the same income and credit-score hurdles found in private apartment FAQs. Eligibility and contract availability still matter. A freshman should not assume eligibility for 2400 Nueces, and an adult applicant should confirm the actual identifier and screening steps. [9](https://housing.utexas.edu/housing/2400-nueces-apartments/2400-nueces-application-process/2400-nueces-future-residents) [10](https://housing.utexas.edu/housing/residence-halls/residence-hall-application-process/future-residents)

# The building comparison

Amounts below use an illustrative $1,200 rent installment where a dollar example is useful. This is a comparison assumption, not a measured market median or an available unit. Ordinary rent, application fees, utilities and other charges remain separate unless stated. UNKNOWN means the reviewed evidence did not establish the answer; it does not mean the route is unavailable.

| Building or policy group | Documented route and cash requirement | What remains unresolved |
| :---- | :---- | :---- |
| Rambler | Final two installments prepaid for no US credit and/or no guarantor: $2,400 credited to later rent. Homebody: $80 monthly. [4](https://www.rambleratx.com/faq/) | No-SSN procedure; Homebody enrollment amount; selected lease year. Enrollment unavailable within 60 days of move-in. |
| The Nine at West Campus | I-20 international route with refundable deposit of two base installments: $2,400. Student waiver also advertised. [5](https://theninewestcampus.com/international-transfer-students/) | Waiver price and remaining screening. No-SSN application type proves intake, not approval. |
| Skyloft | Student visa plus final two installments prepaid: $2,400 credited to rent. [11](https://skyloftatx.com/faqs/) | No-SSN procedure and explicit treatment of an absent credit file. |
| Lark | $750 annual admin charge versus $200 with approved guaranty: $550 increment. [1](https://larkaustin.com/sample_agreement.pdf) | No-credit and no-SSN approval; any additional qualification conditions. |
| Ion Austin | Same $750 versus $200 annual admin structure: $550 increment. [2](https://ion-austin.com/sample_agreement.pdf) | Same unresolved eligibility questions; fee due shortly after signing. |
| Noble 2500 | Current 2027–28 sample agreement uses $750 versus $200: $550 increment. [3](https://noble2500.com/sample_agreement.pdf) | No-credit and no-SSN screening and other conditions. |
| Torre | Conditional Homebody fee: $78 per installment plus $25 enrollment, or $961 for a first modeled 12-installment lease. [12](https://torreatx.com/floor-plans/) | Product eligibility; FAQ’s general guarantor requirement; renewal enrollment charge. |
| The Standard at Austin | October 22 baseline recorded a $128 installment waiver: $1,536 over 12 installments. Portal includes no-guarantor and no-SSN applicant types. [13](https://thestandardaustin.landmark-properties.com/price-calculator/) | Current price not reverified. Keep this dated observation out of a current-price ranking. |
| Legacy on Rio | Portal includes no-guarantor and no-SSN intake. October 23 baseline described income qualification and a two-installment deposit. [14](https://legacyonrio.com/frequently-asked-questions-living-at-legacy-on-rio/) | Rewritten current FAQ did not reconfirm the deposit route or its price. |
| The Mark Austin | Portal includes student no-guarantor and international no-SSN application types. [15](https://themarkatx.prospectportal.com/Apartments/module/application_authentication/) | Substantive approval conditions and all alternative prices. |
| Union on 24th and Union on San Antonio | Deposit may replace guarantor; amount UNKNOWN. Required at signing. [16](https://www.unionon24th.com/austin/union-on-24th/faqs/) [17](https://www.uniononsanantonio.com/austin/union-on-san-antonio/faqs/) | Exact deposit, no-credit/no-SSN treatment and applicable lease year. Full prepayment without a discount is not itself proof of a screening waiver. |
| Villas on Rio | TheGuarantors accepted; international page requests passport and I-20 and says a two-month deposit may be due at signing. [18](https://villasonrio.com/faq/) [19](https://villasonrio.com/international/) | Whether the deposit applies to this applicant; refund terms; exact guarantor product and quote. |
| Axis West Campus, Signature 1909, Villas on Guadalupe | Independent qualification: income of 2× rent plus screening. Full-term prepayment is a documented alternative; student monthly waiver and nonstudent Leap routes also advertised. [20](https://www.axiswestcampus.com/resources/) | Student waiver amount, no-SSN processing, and remaining conditions. Modeled full rent prepayment is $14,400. |
| 26 West, The Block, Crest at Pearl, Callaway House, Castilian, Texan and Vintage | Each local FAQ permits acting as one’s own guarantor with documented income greater than 3× the installment. [21](https://www.americancampus.com/student-apartments/tx/austin/26-west) | Local no-credit/no-SSN or paid-waiver alternatives. Generic national operator policies were not assigned to these buildings. Callaway and Castilian use 10 installments. |
| GrandMarc Austin | Independent qualification without guarantor is advertised. [22](https://www.grandmarcaustin.com/faq) | Income and credit thresholds and alternative surcharge. Ordinary fees do not price this route. |
| Ballpark North, Town Lake and West Forty | Each explicitly offers Leap. West Forty says students without income need a guarantor. [23](https://www.theballparkaustin.com/amenities/) [24](https://www.townlakeataustin.com/faq) [58](https://westfortyatx.com/faq/) | Product, price and applicant eligibility. Town Lake’s one/two/twelve payment choices are not a documented guarantor waiver. |
| Westdale Pointe, Westdale Parke, Westdale Creek | Generally 3× household income; 5× guarantor for income shortfall. Possible extra deposit, amount UNKNOWN. Foreign passport with specified immigration records accepted as ID. [25](https://www.westdale-pointe.com/faq) | No-SSN screening, no-credit treatment and deposit price. Foreign-ID acceptance alone does not answer these. |
| Nine Westside Group properties named in the ledger | Shared application publishes 3× gross income and minimum credit of 650. Passport and financial-support statements are accepted documents; conditional guarantor use. [59](https://www.westsidegroup.com/apply-online) | No-credit and no-SSN exceptions and priced alternatives are not published. Passport acceptance is not a credit waiver. |
| Regents West at 24th and at 26th | Independent credit, income and employment review; co-signer if applicant does not qualify. [26](https://www.regentswest24.com/apply-now) | Numerical thresholds, no-file treatment and priced alternatives. |
| Rise at West Campus | FAQ says guarantor required. [27](https://www.riseatwestcampus.com/faqs) | No-guarantor alternative and price; income/credit thresholds. |
| Yugo Austin Corner | Own income and credit can support independent qualification; other qualifying conditions unspecified. [28](https://yugo.com/en-gb/austin-corner-faq-642730) | Thresholds, no-SSN route and alternative cost. |
| Quarters Grayson, Karnes, Nueces and Sterling | Live FAQ links a November 2019 policy with international/manual-processing deposit and prepayment branches. See the separate analysis below. [29](https://www.quartersoncampus.com/faqs/) | Whether it remains applied, which applicants it covers, and selected-term quote. |
| College Houses six houses | Passport ID permitted in sample contract. Ordinary entry cash: $600 refundable deposit plus $60 membership. Under-21 guarantor required; other arrangements discussed individually. [8](https://collegehouses.org/docs/college-houses-semester-lease.pdf) [30](https://collegehouses.org/) | No-guarantor exception price; conflicting age measurement date; selected-term contract dates. $660 is not a purchased guarantor substitute. |
| ICC network and nine houses | Application requests guarantor information. Ordinary entry cash: $500 refundable deposit plus $150 membership. [31](https://www.iccaustin.coop/apply-now/) | Guarantor alternatives and no-SSN rules. Low entry cash does not establish guarantor-free access. |
| 2400 Nueces and fourteen UT residence halls | Published guarantor trigger is applicant under 18. University eligibility and offer process govern access. [9](https://housing.utexas.edu/housing/2400-nueces-apartments/2400-nueces-application-process/2400-nueces-future-residents) [10](https://housing.utexas.edu/housing/residence-halls/residence-hall-application-process/future-residents) | Identifier workflow and any additional financial conditions in the actual contract; no vacancy assurance. |
| UT University Apartments and East Campus Graduate Apartments | University admission/enrollment requirements and reservation payments are published. [32](https://housing.utexas.edu/housing/university-apartments/university-apartments-application) | General no-guarantor and no-SSN rules not explicitly established by the inspected application pages. |

The the existing student-facts directory also retains HillTop, Yugo Waterloo, Moontower, Inspire on 22nd, Estates and Village at East Riverside, Bridge and Grove at Northwest Hills, The Ridge, Dobie, Whitis, and the other directory entries whose relevant requirements remain partly or wholly unknown. It records whether a source was inspected, inaccessible, dated, or simply outside the fresh verification pass. It does not convert a missing FAQ into a refusal.

## Additional communities outside the original directory

| Community | Published evidence | Limit |
| :---- | :---- | :---- |
| 21 Pearl and Venue on Guadalupe | Local resource pages offer independent qualification at 2× rent plus screening, full-term prepayment and a student monthly waiver. [63](https://www.21pearlst.com/resources/) | Waiver quote and no-SSN process UNKNOWN; kept outside the 161 baseline count. |
| Scottish Rite Dormitory | Linked 2027–28 application requires guarantor contact details. Published ordinary entry payments are $250 administration and $1,000 prepayment. [61](https://www.srd.org/application) | These are not a priced guarantor substitute. Financial thresholds and exception route UNKNOWN. |
| Hardin House | Official FAQ explains registration and contracting; no substantive guarantor, credit or SSN alternative found. [62](https://www.hardinhouse.com/austin/hardin-house/faqs/) | Indexed application text mentions $200 registration, but direct application retrieval was under maintenance; do not present that amount as reverified. |

# Price the fee separately from the money tied up

The model uses 12 installments of $1,200, for $14,400 base rent. Here rent means the total amount covered by the lease: for a joint roommate lease, use the whole covered rent rather than one roommate’s share. TheGuarantors prices one policy per lease; an individual by-bed contract has a different boundary. [57](https://www.theguarantors.com/faq-for-renters) Four-year figures repeat the same charge across four identical contracts; they do not forecast prices, renewal eligibility, continued enrollment or availability. Twelve installments also need not mean twelve full calendar months of occupancy.

| Fee route | First modeled contract | Four unchanged contracts |
| :---- | :---- | :---- |
| Lark, Ion or Noble administrative difference | $550 incremental; $750 total admin versus $200 comparator | $2,200 extra |
| Rambler Homebody recurring component | $960, plus UNKNOWN enrollment | $3,840 recurring, plus applicable enrollment |
| Torre Homebody | $936 recurring + $25 initial enrollment = $961 | $3,744 recurring + $25 initial enrollment; renewal enrollment UNKNOWN |
| Standard waiver from dated October baseline | $1,536 | $6,144, conditional on unchanged dated rate |
| TheGuarantors individual Rent Coverage general range | $480 to slightly more than $1,200 | $1,920 to slightly more than $4,800 if required annually |
| Separate TheGuarantors Deposit Coverage | $300–$600 general range | Not automatically an annual renewal charge |

TheGuarantors’ public individual Rent Coverage range is 40% to slightly more than one month’s rent for a 12-month lease. Its Deposit Coverage range is 25%–50% of one month’s rent. Its student-housing waiver is a different, property-priced product. These ranges are not a Villas on Rio quote, and Deposit Coverage alone is not proof that the applicant satisfies guarantor requirements. [33](https://help.theguarantors.com/where-do-i-go-to-pay-my-invoice) [34](https://www.theguarantors.com/solutions-student-housing)

| Principal route | Cash requirement at modeled rent | Economic treatment |
| :---- | :---- | :---- |
| Final two installments paid early | $2,400 before its ordinary due dates; first ordinary installment adds another $1,200 when due | Existing rent paid sooner; not $2,400 of extra rent |
| Deposit equal to two installments | $2,400 held, in addition to rent; whether total or extra depends on policy | Refundable collateral subject to applicable deductions and return terms |
| All 12 installments paid at outset | $14,400; if paid when the first installment normally falls due, $13,200 more cash is needed then | Existing rent accelerated; no saving unless a discount is documented |

Counting a refundable deposit as an annual expense exaggerates the fee burden. Ignoring it understates the access barrier. A student who has $1,200 monthly support but no $2,400 reserve can be excluded by a route that costs little in nonrefundable fees. A student with savings may prefer credited prepayment or a refundable deposit to a recurring charge, provided the cash commitment fits their budget. The relevant comparison depends on the actual contract, funding timing and available cash.

The timing can be measured. Suppose ordinary rent falls due at months 0 through 11, and the alternative is funded at month 0. Prepaying the last two installments ties up one $1,200 payment for ten months and another for eleven: 25,200 dollar-months. At an illustrative 5% annual simple carrying cost, that is $105. A $2,400 deposit held twelve months has a modeled $120 carrying cost; full prepayment has a modeled $330 cost. Earlier signing or delayed deposit return increases the duration. These are arithmetic scenarios, not observed interest rates, borrowing offers, expected losses or refund guarantees.

This also tests the proposed semester claim. At $1,200 per installment, four years of Rambler’s known recurring charge equals 3.2 rent installments, and the Lark/Ion/Noble difference equals about 1.83. The Standard’s dated rate would equal 5.12 if it remained required and unchanged. The broad claim that every paid-guarantor route consumes a semester is unsupported. Rent-installment equivalents make the comparison checkable without confusing housing with tuition.

# Why the charge is more than an insurance question

The mechanism has four parts. The applicant must satisfy the building’s qualification rules. Someone supplies money or an enforceable promise to cover the landlord’s exposure. The operator or provider prices that route. The contract then determines who remains liable after a default.

Leap’s July 2026 student-waiver instructions separate the premium charged to the property from the fee the property charges its resident, and permit additional operator revenue. The same instructions impose a lease-start timing gate and retain ordinary leasing fees. Two applicants buying superficially similar waivers can therefore face different product prices and deadlines. Evidence of a particular property’s premium, resident price and agreement would be needed to measure its markup. [6](https://leappartners.zendesk.com/hc/en-us/articles/41163093067287-Leap-Guarantor-Waiver-SOP)

Rent Coverage protects the landlord against covered unpaid rent. TheGuarantors’ separate Deposit Coverage addresses covered damage or default, with the actual policy defining limits and exclusions. Its premium is not credited against a later reimbursement claim. [57](https://www.theguarantors.com/faq-for-renters)

Paid coverage does not ordinarily cancel the student’s rent debt. TheGuarantors says a renter must reimburse it after it pays a landlord’s claim. Leap likewise retains the renter’s obligations, and Homebody distinguishes its property protection from renters insurance or permission to stop paying rent. Paying a premium buys an approval mechanism and protection for the landlord; it should not be described as personal rent forgiveness. [35](https://help.theguarantors.com/what-should-i-do-if-a-claim-is-filed-on-my-policy) [36](https://support.leapeasy.com/hc/en-us/articles/41084838074007-What-is-Rent-Guaranty-coverage) [37](https://www.homebody.com/faq)

Nor is a premium always the only cash demand. TheGuarantors says rare approvals require collateral as well, with return conditioned on the lease ending and the building confirming no balance. A quote must therefore separate the premium, ordinary deposit, any collateral, any deposit-replacement product and enrollment charges. [38](https://help.theguarantors.com/how-is-collateral-determined-and-how-is-it-returned)

## Which paid company can actually be used

| Provider and product | Published access evidence | Price and local limits |
| :---- | :---- | :---- |
| TheGuarantors individual Rent Coverage | Can consider students, noncitizens, no SSN and no credit score; all leaseholders must be at least 18 at application. [54](https://help.theguarantors.com/what-kinds-of-applicants-can-you-approve-for-rent-coverage) | General range above; property participation and individualized approval remain necessary. Its student waiver is a different product. |
| Leap traditional Rent Guaranty | Provider says SSN/ITIN is not required. International checklist includes passport, I-20/DS-2019, F-1/J-1 visa, transcript and bank assets of 3× monthly rent. [55](https://leappartners.zendesk.com/hc/en-us/articles/42302177275159-Leap-Rent-Guaranty-Traditional-SOP) | Quote required; participating property needed. Do not transplant this checklist or price assumptions to the separate student waiver. |
| Homebody Guaranty | Domestic/international students in participating by-bed communities; age 18 by move-in. Provider itself says no credit check. [37](https://www.homebody.com/faq) | Enrollment plus monthly charge; building criteria still apply. Provider no-credit screening does not establish property no-SSN acceptance. |
| Insurent | Accessible official geographic description does not list Texas. [56](https://live.insurent.com/blog/) | No Austin participating building verified. Do not use historical New York prices as an Austin option. |

For late arrivals, timing can outweigh nominal price. Rambler’s published Homebody cutoff and Leap’s student-waiver timing rule can remove an option before move-in. A comparison that records only a monthly dollar amount will miss the route’s availability precisely when a student needs it. [4](https://www.rambleratx.com/faq/) [6](https://leappartners.zendesk.com/hc/en-us/articles/41163093067287-Leap-Guarantor-Waiver-SOP)

# What the Quarters document reveals

The Quarters on Campus FAQ currently links a tenant-selection document revised in November 2019. Its international section begins with applicants from outside the United States who lack an SSN, provides for manual processing using a passport number and immigration documentation, and then uses broader international/noncitizen language. That ambiguity matters. The document is evidence of what the operator still publishes, not a confirmed current quote for every foreign student. [29](https://www.quartersoncampus.com/faqs/)

| Applicant branch in the linked 2019 document | Stated deposit or prepayment | Illustration at $1,200 |
| :---- | :---- | :---- |
| Accepted with guarantor | Standard deposit plus one rent installment | $1,200 above standard deposit |
| No guarantor and verifiable employment | Standard deposit plus two installments | $2,400 above standard deposit |
| No guarantor; self-employed, or unemployed with verified income | Standard deposit plus three installments | $3,600 above standard deposit |
| No guarantor and unemployed or unverifiable employment | Entire lease prepaid plus 1.5 installments described as total deposit | $16,200 before fees for the 12-installment model; ordinary-deposit treatment needs confirmation |

The document’s unemployed-applicant branches overlap in wording, so these descriptions are not mutually exclusive eligibility tests; a current written classification is needed.

Its collection-and-enforcement rationale makes the first branch especially worth questioning: why require an extra deposit when an applicant already supplies an accepted guarantor? To test that explanation, compare applicants with the same qualifying guarantor, income/assets, credit, residence and collection jurisdiction, then examine SSN documentation and citizenship/origin separately. The public document does not supply that controlled comparison. A superseding policy or evidence of actual matched treatment could change the conclusion.

# What the law permits and what a student can challenge

## A large deposit is not automatically unlawful

Texas does not impose a general statewide dollar cap on ordinary private residential security deposits. A high deposit can nevertheless be subject to the lease, applicable program rules and fair-housing requirements. Prepaid rent is legally distinct from a security deposit; do not promise that every deposit-return rule applies to every advance-rent payment. The reviewed law does not establish a universal prepayment limit, nor does that amount to permission for every prepayment demand. [39](https://guides.sll.texas.gov/landlord-tenant-law/security-deposits) [40](https://tcss.legis.texas.gov/docs/PR/htm/PR.92.htm)

## Ask for the actual selection criteria before paying to apply

Texas Property Code §92.3515 requires a landlord to make its tenant-selection criteria and potential denial grounds available when providing a rental application. If an applicant is rejected without the required notice having been made available, the statute provides for return of the application fee and application deposit. A thin marketing FAQ does not itself prove a violation: the application may supply the required notice. Ask for that document and the route-specific price before committing money. [40](https://tcss.legis.texas.gov/docs/PR/htm/PR.92.htm) [41](https://texaslawhelp.org/article/applying-for-a-rental-unit)

## Approval on worse terms can still trigger screening rights

Under the Fair Credit Reporting Act, an adverse decision based at least partly on a consumer report can include a required co-signer, a larger deposit or higher rent as well as outright denial. The landlord must give an adverse-action notice identifying the reporting agency and the applicant’s report-access and dispute rights. A free report can be requested from the agency within 60 days. Written notice is useful, although the general notice can also be oral or electronic; additional credit-score disclosures have their own requirements. A blanket no-guarantor fee with no report involvement does not automatically trigger this rule. [42](https://www.ftc.gov/business-guidance/resources/using-consumer-reports-what-landlords-need-know)

## Find out what a waiver payment replaces

Texas Property Code §92.111 gives specific protections when a landlord offers a fee instead of a security deposit, including the deposit alternative and a way to switch back. It contains disclosures and limits for certain insurance-related charges. A separate guarantor waiver or administrative charge is not automatically that statutory product. Ask whether the charge replaces the deposit, the guarantor requirement, or both, then examine the agreement. The name on a marketing page cannot settle its legal treatment. [40](https://tcss.legis.texas.gov/docs/PR/htm/PR.92.htm) [43](https://texaslawhelp.org/article/security-deposits)

## National origin matters but does not answer every citizenship question

The Fair Housing Act prohibits national-origin discrimination in covered rental housing. Citizenship and immigration status are not separately listed in the federal statute. A rule concerning an SSN, foreign guarantor or immigration documents can still raise national-origin issues through its purpose, application or effects; its legality depends on the facts. As checked for this study, the current discriminatory-effects regulation remains in the eCFR. It requires a causal showing and considers legitimate interests and less discriminatory alternatives. Old guidance, a proposed rule, or a change in enforcement emphasis should not be described as repeal of the current statute or regulation. [44](https://uscode.house.gov/us/usc/119-124/t42/s3604/) [45](https://www.ecfr.gov/current/title-24/subtitle-B/chapter-I/part-100/subpart-G/section-100.500)

A useful outside example is the 2022 Pennsylvania settlement involving Aspen Grove and related housing providers. The complaint alleged that a family with a financially qualified spouse was refused because another adult lacked an SSN; the respondents denied the allegations. The $450,000 resolution covered multiple discrimination claims and did not adjudicate them. It is not a Texas ruling that every SSN requirement is illegal. No UT-area adjudication of these specific guarantor routes was verified in this research. [46](https://www.equalhousing.org/rental-housing-provider-to-pay-450000-for-national-origin-race-and-familial-status-discrimination-at-bucks-county-apartment-complex/)

Austin also recognizes additional protected categories, including student status, in its local framework. That does not eliminate lawful university eligibility conditions or make subsidy-program rules applicable to every private building. For a specific dispute, preserve the application, selection criteria, quote, denial or conditional-approval message, screening notice and dated policy copy. TWC’s administrative complaint route generally has a one-year filing window; different court claims can have different deadlines. [47](https://www.austintexas.gov/housing/tenant-stabilization-and-renters-rights) [48](https://www.tdhca.texas.gov/how-file-fair-housing-complaint)

## Get the deposit back using the actual rules

Give a written forwarding address and keep proof. Texas generally requires return of the remaining deposit balance and any required accounting within 30 days after surrender, subject to the forwarding-address provision and permitted deductions; normal wear is not deductible. Timely mailing also matters. Texas Global’s guide is too categorical when it says missing the deadline automatically requires a full refund: the statute distinguishes a bad-faith presumption from the particular bad-faith accounting failure that produces forfeiture. A late deposit refund does not invariably erase every lawful deduction. [39](https://guides.sll.texas.gov/landlord-tenant-law/security-deposits) [40](https://tcss.legis.texas.gov/docs/PR/htm/PR.92.htm) [49](https://global.utexas.edu/english-language-center/resources/pre-arrival/housing)

UT Legal Services for Students currently says it is not accepting new consultations. Do not rely on older housing advice promising immediate free UT review; use the current referrals and other available legal-help channels. [50](https://studentexperience.utexas.edu/lss)

# What to ask the leasing office

Send the same factual profile to each shortlisted building so the replies are comparable: age at signing and move-in, student status, income or support documents, available savings, intended term, absence of US credit, absence of SSN if applicable, and absence of an accepted personal guarantor. Never enter an invented SSN or substitute a number into a field without the property’s documented procedure.

Ask for these answers in writing:

* Which qualification route accepts this exact profile, and what income, identity and immigration documents are required?
* What amount is nonrefundable, what is refundable, what is rent paid early, and what is due at application, signing and move-in?
* Is the deposit amount total or additional to the normal deposit? Which exact installments receive any prepaid-rent credit?
* Which company and product supplies the guarantee, what does it cover, and who can collect from the student after a claim?
* Does the fee recur at renewal, is there an enrollment charge, and is there a deadline after which the route closes?
* What happens if the visa is delayed, the student cannot enroll, the unit is not delivered, or a replacement tenant takes over?
* Would an otherwise identical US applicant without credit or a guarantor receive the same terms? If not, what documented criterion explains the difference?
* If a consumer report contributed to worse terms, please provide the adverse-action notice and reporting-agency details.

These questions produce a usable comparison without pretending that a public FAQ is a personalized offer. They also separate an ordinary request for documentation from a potentially discriminatory difference in treatment.

Texas Global explains housing types, search routes and basic lease concepts. Its distinction between financial evidence and a guaranty is useful: an I-20 or DS-2019 does not make UT financially responsible for a lease. Buildings can still accept such a document as part of their application evidence. The problem is that students need to know which buildings do so, how the document is used, and what cash requirement accompanies it. [49](https://global.utexas.edu/english-language-center/resources/pre-arrival/housing)

Urban Institute’s March 2025 work studies how tenant-screening record matching changes apparent risk. Its August 2026 modeling examines how different screening policies alter access. Those are strong precedents for separating an administrative label from the underlying evidence, but they do not estimate this Austin premium or the rejection rate for international students. NAFSA’s international-student financial guidance likewise does not supply a local building comparison. Student forums establish the recurring questions and contradictory advice, not a reliable policy dataset. [51](https://www.urban.org/research/publication/opening-black-box-tenant-screening) [52](https://www.urban.org/research/publication/modeling-how-tenant-screening-policies-shape-housing-access) [53](https://www.nafsa.org/about/about-international-education/financial-aid-undergraduate-international-students)

The existing student-facts directory already supplies dated property IDs, guarantor observations and explicit unknowns. The addition here is a comparable route structure: separate missing guarantor, absent US credit and absent SSN; separate premium, refundable principal and accelerated rent; attach deadlines, product names, dates and unresolved conditions. The the existing student-facts directory preserves its source records and the distinction between fresh verification and inherited observations. [7](https://sulayman-bowles.tech/housing/student-facts)

A further disclosure problem appears in G\&B’s public guidance. One live page gives a typical credit minimum of 650; another says 625. Both say requirements vary by property or ownership. The 38 associated directory records therefore carry portfolio context and an unresolved threshold, rather than an invented universal minimum. [60](https://www.gbatx.com/prospective-residents)

The opposite stories were tested too. Lower-cost published routes are not confined to properties that avoid international marketing: The Nine and Villas on Rio explicitly advertise international routes. Cooperative housing is not automatically guarantor-free. Paying a guarantee does not shift all rent liability away from the student. And the four-year semester claim holds for some modeled charges, not as a universal result.

# What the evidence can and cannot establish

The workbook contains all 161 baseline directory records. Fresh evidence establishes at least one scoped policy, intake, eligibility or entry-cash fact for 81 entries; 55 more have a current source checked or attempted without resolving the relevant rules; 25 have no fresh qualification audit. These are coverage counts, not approvals, complete policies or independent buildings. The source registry identifies exact local pages, forms or templates and their check dates. Common rules are mapped only when their local or portfolio scope is supported. Four additional communities—21 Pearl, Venue on Guadalupe, Hardin House and Scottish Rite Dormitory—are supplementary records and do not silently enlarge the denominator.

The search landscape included university and provider guidance, tenant-screening research, student questions, operator FAQs, public application portals, sample contracts, fee calculators, statutes and complaint material. The evidence hierarchy favors a specific current contract or selection document over general operator marketing. No private application was submitted, no staff member was contacted and no approval outcome was observed. This is a published-policy audit, not a matched-applicant field experiment.

Several uncertainties are substantive. A currently linked old PDF may have been superseded. A no-SSN dropdown does not prove underwriting acceptance. An international ID rule may coexist with an unresolved credit check. A current rent promotion is not a permanent qualification policy. A template may contain mismatched lease years. Inaccessible or missing source material remains UNKNOWN rather than being filled from another building’s rules.

The data do not support a total citywide “tax on being foreign.” That would require the number of affected applicants, route take-up, actual quotes and terms, rejection and withdrawal rates, refund losses, and a comparison holding financial circumstances constant. Domestic students without a solvent guarantor can face the same charges. What is measurable now is the published price and cash requirement of particular qualification routes, together with the holes in public disclosure.

The most valuable next evidence would be selected-term written quotes for identical applicant profiles, updated Quarters criteria, explicit no-SSN procedures at buildings with otherwise clear cash alternatives, and actual waiver/enrollment prices where the product is advertised without a rate. Those observations could change the shortlists and test whether the most transparent route is actually easier to use. Testing whether citizenship, national origin or SSN status changes a quote would also require otherwise matched comparison profiles.
